Helping Large Contractors Pursue More Opportunities
A large contractor may be highly qualified to perform a federal requirement but unable to prime an opportunity that is restricted to small businesses. A successful small-business incumbent may also outgrow the applicable SBA size standard before its contract is recompeted.
Carroll offers a potential path forward.
When the structure and solicitation permit it, a large contractor and Carroll may pursue the opportunity through an approved Mentor-Protégé joint venture or another compliant teaming arrangement. Carroll provides eligible small-business, HUBZone, and SDVOSB participation, while the large partner contributes complementary experience and capacity.
This can give the large company access to opportunities it might otherwise be unable to pursue. It can also give the agency a team that preserves incumbent knowledge while expanding small-business capability and competition.
Every arrangement must comply with the applicable SBA regulations. Carroll will maintain its independence, control the responsibilities assigned to it, perform meaningful work, and track all applicable work-share and subcontracting requirements.
