More Swings at the Ball: Why Carroll International Is a Strong Federal Teaming Partner

Winning federal contracts increasingly requires more than technical capability. Successful teams need proven performance, compliant small-business participation, dependable supply chains, specialized technology, and partners that can perform meaningful work from capture through delivery.

Carroll International brings those elements together.

As a HUBZone-certified and Service-Disabled Veteran-Owned Small Business with approximately 200 federal prime-contract awards, Carroll helps large contractors pursue more opportunities, strengthen their small-business participation, and deliver capabilities that extend beyond certifications alone.

Our goal is straightforward: help the right prime contractors get more swings at the ball—and help the resulting team win and perform.

Small-Business Value That Goes Beyond Meeting a Goal

Federal agencies and large prime contractors have important small-business subcontracting and socioeconomic participation goals. Some opportunities are also reserved for small businesses, HUBZone firms, or SDVOSBs.

Carroll can help large businesses address these requirements, but we are not interested in serving as a pass-through or lending our certifications to a proposal.

We want a defined and substantive role that creates measurable value for the customer and the team. Depending on the opportunity, Carroll can contribute through:

  • Opportunity-specific subcontracting

  • Product and OEM channel partnerships

  • Supplier and reseller agreements

  • SBA-approved Mentor-Protégé relationships

  • Compliant small-business joint ventures

  • Logistics, fulfillment, and catalog management

  • Technology sourcing and commercialization

  • Capture, proposal, and contract-performance support

For an appropriate SBA Mentor-Protégé joint venture, Carroll can serve as the qualifying small-business protégé and managing venturer while performing meaningful contract work. The large partner can contribute experience, systems, personnel development, technical resources, and transition knowledge.

The result is not just a compliant team. It is a more competitive and capable one.

Helping Large Contractors Pursue More Opportunities

A large contractor may be highly qualified to perform a federal requirement but unable to prime an opportunity that is restricted to small businesses. A successful small-business incumbent may also outgrow the applicable SBA size standard before its contract is recompeted.

Carroll offers a potential path forward.

When the structure and solicitation permit it, a large contractor and Carroll may pursue the opportunity through an approved Mentor-Protégé joint venture or another compliant teaming arrangement. Carroll provides eligible small-business, HUBZone, and SDVOSB participation, while the large partner contributes complementary experience and capacity.

This can give the large company access to opportunities it might otherwise be unable to pursue. It can also give the agency a team that preserves incumbent knowledge while expanding small-business capability and competition.

Every arrangement must comply with the applicable SBA regulations. Carroll will maintain its independence, control the responsibilities assigned to it, perform meaningful work, and track all applicable work-share and subcontracting requirements.

Proven Federal Contracting Infrastructure

Carroll already has the foundation required to support federal customers and large prime contractors:

  • Approximately 200 federal prime-contract awards

  • GSA Multiple Award Schedule Contract 47QTCA23D007A

  • HUBZone certification

  • SBA-certified SDVOSB status

  • Established federal sales, capture, and contract-administration capabilities

  • Drop-ship distribution and product-fulfillment experience

  • OEM, supplier, and international technology relationships

  • Experience managing quotations, orders, invoicing, compliance, and logistics

  • Prior five-year General Dynamics Mentor-Protégé relationship

  • Department of Defense Nunn-Perry Award Winner

  • General Dynamics Supplier of the Year recognition

  • Warehouse and kitting Capabilities in North Carolina

  • Worldwide sourcing network

This experience allows Carroll to enter a team as an operating federal contractor—not as a company learning the basics after award.

Where Carroll Adds the Most Value

Carroll is currently seeking opportunity-specific partnerships across several federal markets and contract vehicles.

Carroll is interested in teaming on OASIS+ task orders in the Logistics, Technical and Engineering, Management and Advisory, and potentially Intelligence Services domains.

We can provide HUBZone and SDVOSB participation, federal past performance, logistics and supply-chain support, tactical and communications products, international defense experience, and access to specialized OEM capabilities.

GSA ASTRO

Carroll is seeking relationships with confirmed ASTRO contract holders pursuing unmanned systems, counter-unmanned systems, mission operations, training, research, data operations, and systems-integration requirements.

Our differentiators include access to Ukrainian ISR-drone manufacturers and operational knowledge, elevated counter-UAS mast concepts, detection and jamming solutions, international trade experience, and relationships with defense communications and mast manufacturers.

Army PEO C3T and C5ISR Programs

Carroll can support Army requirements involving tactical communications, SATCOM, HF radio systems, masts, rugged computing, edge technology, networking, cybersecurity products, and systems integration.

Our direct OEM relationships allow a large prime to add specialized products and supply-chain capabilities without creating unnecessary internal workload.

Department of Veterans Affairs

Carroll is positioned to prime appropriate SDVOSB product acquisitions and support larger contractors pursuing service-intensive VA requirements through T4NG2 and related vehicles.

Our veteran ownership, certified SDVOSB status, GSA Schedule, federal fulfillment experience, and ability to manage compliant OEM products can strengthen VA capture and performance teams.

Counter-UAS, ISR, and Installation Protection

Carroll is pursuing teaming opportunities involving counter-UAS systems, elevated detection and jamming equipment, ISR drones, resilient communications, installation protection, prototype projects, demonstrations, OTAs, and related defense procurements.

We contribute technology identification, international sourcing, U.S. market access, OEM and customer relationship management, contracting compliance, logistics, and commercialization support.

A Partner That Protects the Entire Team

A successful federal teaming relationship requires clear rules from the beginning. Carroll supports opportunity-specific agreements that establish:

  • Defined work share and responsibilities

  • Opportunity and customer protection

  • Non-circumvention provisions

  • Intellectual-property protection

  • OEM and supplier relationship protection

  • Export-control responsibilities

  • Pricing and proposal commitments

  • Contract-management authority

  • SBA compliance and reporting requirements

We believe the best teaming relationships are transparent, balanced, compliant, and focused on long-term performance.

Let’s Pursue the Right Opportunities Together

Carroll International is looking for large prime contractors, contract-vehicle holders, graduating small-business incumbents, OEMs, and systems integrators that need a capable small-business partner—not merely a certification.

If your company is pursuing a federal opportunity that requires HUBZone or SDVOSB participation, has a meaningful small-business work package, or could benefit from a compliant Mentor-Protégé or joint-venture strategy, we would welcome a conversation.

Together, we can meet agency objectives, expand small-business capability, introduce differentiated technologies, and give both companies more swings at the ball.
